2010-2011 Board Officer Biographies

President


Roger Lyons is Vice President/General Manager of WTRF-TV (CBS), FOX OHIO VALLEY and ABC OHIO VALLEY.  Prior to this position, he served as Vice President of News for West Virginia Media, the parent company of WTRF.  Lyons is originally from WV, but has lived in a number of different places having worked in the television industry for over thirty years.  Roger became involved with the United Way because he believes in what the United Way does day in and day out to help people right here in our community.  He sees the need and the results.  United Way does make a difference in people’s lives and he is glad to have the opportunity to help out in whatever way he can.  In addition to serving as President of the United Way of the Upper Ohio Valley Board of Directors, he is a member of the Rotary Club of Wheeling and serves on the Board of Directors for Wheeling Health Right, Easter Seals Rehabilitation Center and the Wheeling Area Chamber of Commerce.  Lyons and his wife Sandra reside in Weirton, WV.

William J. Wagner is Assistant Vice President, WesBanco Trust & Investment Services, with more than twenty years of experience in investing and trust administration.  Bill is a graduate of Miami University, Oxford, Ohio and Midwest Trust School and the American Bankers Association National Graduate Trust School at Northwestern University.  He received the designation of Certified Trust and Financial Advisor in 1999.  Bill became involved with the United Way 20 years ago to help make a positive difference in the lives of his fellow residents of the Upper Ohio Valley.  He has actively served on various committees and projects.  In additional to serving as Vice President of the United Way of the Upper Ohio Valley Board of Directors, he is Secretary of the Wheeling Civitan Club and a member of the Upper Ohio Valley Estate Planning Council.  Wagner and his wife Pam resident in Wheeling.  They have five children – three grown residing out of the area, one in college and one at home.

Patricia M. Fast is Vice President Operations at the Health Plan where she has been employed for the past 28 years.  Patti is a graduate of Miami University, Oxford Ohio with a degree in Administrative Office Management.  She is a member of Mount Olivet United Methodist Church where she serves as Church Council Chairperson.  Patti has been a long time supporter of the United Way.  She became involved to better understand the needs of the community and enable her to contribute to meeting those needs on both a personal and professional basis.  Patti actively serves on several committees as well as the Board of Directors.  She and her husband Ken live in Moundsville with their three sons.

Bernadette “Bernie” M. Smith is a Senior Vice President, Hazlett, Burt & Watson, Inc. and an Investment Advisor with Security Capital Management, a division of Hazlett, Burt & Watson, Inc.  Bernie earned a Bachelor of Arts degree in Economics from Sweet Briar College in Virginia.  She has an Executive Certificate in Financial Planning from Duquesne University.  Bernie has served on the boards of Big Brothers Big Sisters and the YWCA.   She became involved with the United Way of the Upper Ohio Valley to contribute and use her skills to help improve the quality of life for those in the Upper Ohio Valley. She has been an active volunteer serving on various committees, the board of directors and helping with special events.  In addition to her service with the United Way, she serves as a Board Member of West Liberty University Foundation.  Bernie is also a member of the Financial Planning Association (FPA) and is a Commissioner for the Wheeling Housing Authority.  Bernie resides in Wheeling with her husband Walter and two children.
